It is only that most probably you were wrong.
Why though? The part you quoted says exactly what is the case. Yes, you are allowed to use the cores the way you want but you are advised that performance may decrease in a shared environment as opposed to a Dedicated Server if everyone was to max out their cores 24/7.
Because "allowed" and "not intended" carry opposite meanings.
Allowed is what is written on the contract you sign. Not intended is the common sense applied when you buy any service in a shared environment.

On the order page they say it is KVM based so, naturally (as far as virtualization allows) the cores are yours. Also after contacting support (the part from me you quoted) they said you are allowed to make use of your cores any way you want. They just reminded you of the classic "Don't be a dick"-rule that common sense applies in any shared environment. Regardless, it is what it is. Either take it or leave it.
