I used them some time ago. They had short (few hours) outages from time to time, but apart from that the performance was good.

Have read good reviews about ITLDC and NetEngi
Try from the list here: Ukraine VPS
I bought the service from ITLDC.com - we will see how it will work - for now it is OK
Sadly, ITLDC is not a wise choice.
The Network is daily overloaded results in high latency and/or packetloss.
Indeed ITL DC doesn't have the best network in Ukraine and I wouldn't use them for a VPN.
But I wouldn't use a VPN in Ukraine except if absolutely required, given the censorship of Russian internet services.
It seems to me you will find the same issue with packet loss almost everywhere in exUSSR countries. I personally tried a couple dedicated servers in Kazakhstan.
That's what you get for running multiple smokeping instances, if the target network goes unstable, you will notice it. Which as you can see other people can confirm, some even defined ITLDC network as "trash".
Regarding HostHatch, I did not posted an update on that, I guess that's why your responded like this, they confirmed what I have seen, but they could not really fix it.
Its just a work around, on M247 crap network, by skipping the overloaded routes.
It works but no idea how long and how stable it will be.
