You might want to check out https://nexusbytes.com/cart.php?gid=16 for the base pricing. Not sure what version fo Windows you had in mind, or what are the minimum specs for a Windows VPS these days. But a Plan 3G or 4 G (base: $ 12/month or $ 16/month respectively might be what you want to look at for starters).
There are a few threads here discussing some vodoo math that will bring it to $ 85 - $ 115 range / year after discounts, (if you switch from a provider/ post a BM, etc - more months for the same price, so cost/ year goes down).
with a $50/y budget I would expect at best something like this discounted deal from @VirMach - which might do the trick, depending on how much cpu I need.
Upping the budget to about $7 monthly (so around $84 per year) should see some suitable options from CrownCloud (@SpeedBus
), DrServer (@Radi), @HostDoc, @SmartHost, and wishosting (@exception0x876)And if needing even moar performance, then the current NexusBytes promotional offers from @seriesn do look like a good price for next-level potassium (and some deals best gotten while the getting is good)
(Note that I would expect few if any of the above to necessarily be willing to hold my hand and/or change my diaper with regard to Windows installation, licensing, or support. Though some @VirMach deals do come with a licensed Windows install.)
