I created DEV1-XL Instance But My Steal Time Is 50% For Almost 5 Days
Is this normal Guys?

Solution is hetzner.
when in doubt, the answer is always hetzner
How many CPUs do you have in the VM? The plan specifies 4, so 50% steal would be normal only if you had 8 cores for some reason. But if only 4, then in effect you are only getting 2 cores worth of CPU power.
Try with a smaller plan (DEV1-L), or even just create one more of the XL (in hopes of getting onto a different node) and delete this one.
Or maybe contact support?
I wonder why peoples continues to use scaleway... Network is so bad, cpu are badly oversold, reliability is pretty bad too. Dont start me on scaleway 'support'....
Prices are above hetzner...
Please explain why someone would still chose Scaleway for anything !
With 'cloud', you are supposed to spin up new instance and see if issue goes away. (aka Cattle)
With 'VPS' branded VMs, a problem on your VMs is often a problem on the Host node, and hence affects all clients, and ergo, the provider's bottom line.
Your interests are more closely aligned with smaller providers.
Choose wisely for long running 'pets'.
Small providers with human support are better for pet use cases.
