We cannot predict what IPs China GFW will block, or if that changes in the future, but we can swap an IP out here and there if need be, within reason, if it is an issue.
The other items should not be a problem, as long as you pass fraud protection measures upon ordering.

You can only buy white IP VPS from Chinese but you need authentication. Or nobody can guarantee your IP will not be blocked.
