Not sure if this is the correct place to post this but can't find a more suitable location
I have a CDN account that I have have had for a number of years

Each year I have topped up with the min amount to keep it going $150USD - this is due in about 30 days time to keep the balance for another year
I have not really used it as much as I thought so looking at transferring it / renting it to another party who will.
Currently there is $760 usd prepaid balance - pay as you go plan

You should ask if account CREDITS are transferable, not the whole account itself.
He wanted to transfer the whole account, and their support said yes. I don't see a problem here?
There's no yes or no answer for that screenshot, only replying to send email.
But nobody is stopping from transferring entire account, just whether identity can be changed or credits could be transfer as he wanted.
I wouldn’t call it a good idea. On a, well, darker forum, “pulling back” accounts are quite common.
