I know we're on LowEndTalk but man, this isn't realistic. drServer has an offer for a $56/m E-2134 in Dallas, this is an excellent deal for a newer server.
At less than $35 you're going to be limited to Atom CPUs or something from 2008-2013. Still not 1995 I guess.
No, there are plenty of ISPs outside the USA I am familiar with who can do this, but not in the USA, because I never worked with USA hosts.

I know about all of the cheap European hosts, and that's basically my point. In the U.S. these types of large companies that offer very cheap servers through other brands don't really exist, if they do, many of them can't be compared to what you would get with Online.net or Kimsufi (OVH).

Just picked one up few days ago.... other then the hard drive being a little old... server is excellent for $25

Uptime for nocix/wsi was okay last time I tried them. Although, historically, they do seem to go down from power failure for at least a few hours every year or so ...
Dunno about joe's datacenter, but they may be another possibility for that price range.
Then there's dacentec - apparently the support is willing, but the hardware may be weak
And database by design ... good uptime but zero support = zombie servers
Sorry OP but generally under $50 it's going to be catch as catch can for any of those criteria (uptime, os installs, modern hardware)
I think nocix may be your best bet all around for their standard pricing
+1 for quickpacket if you can catch the rare promotion from @qps
+1 for DrServer if atom on a 100 mbit port (with excellent uptime and network) works for you
also, maybe kimsufi if Canada is close enough
Some other cheap dedis advertise on LET occasionally - I have no experience with them but maybe ask around

But you'll want to double check any possibilities for more specific feedback if you need support or decent uptime or whatever

Support part I totally agree with. Scott used to answer me quickly, but when it came for my 200 bucks back he is lost in the ether. Phone support will not even answer anymore.

indeed, and that would be a well-informed opinion based on actual experience with them. So yeah, seems like database by design gets the good old 2x (amortized risk) multiplier on whatever deal one might expect to get from them. (ie, without knowing much else about them, might be even generous to say it's a 50% chance that you'll get nothing at all ...)

Under $35 is a hard price point. Power, rack space, bandwidth, IPs, staffing, etc. all cost money.
