But its not working.
Apache error log just says generic headers error.

already did that but that doesnt solves the issue
internal server error could cause by many things but cant find specific info about this situation related to internal error.
i put files under cgi-bin and public_html/cgi-bin folder and when i try to run install_fs.cgi it gives internal error
also adding file server from panel gives 500 error too
also cgi-bin/ folder is 755 but it gives forbidden error
Can you please share the error logs so members can help you..
Maybe from here /var/log

Check and report their support with error log
Apache error log just gives:
"End of script output before headers” install_fs.cgi error in Apache
https://stackoverflow.com/questions/22307610/end-of-script-output-before-headers-error-in-apache
and the files are already 755 permission
Did you buy that script or use nulled version from some website ?
it is purchased pro script (original)
and then you probably will say ask to the developer..
but i ask here.
SSH into that server as a normal user and run that script from the command line; I bet you'll get a useful error message. Most likely the #! line points to something non existent you need to install, some (perl) library is missing, or XFSConfig.pm isn't in the same location.
For some reason it's not getting to step #1 (for a CGI script), which is just printing something like "Content-type: text/html". Maybe you just need to dos2unix the file?
