If I was going to want an 'exotic' location, I would want it provided by a company in that actual location.

Why? I guess there's difference between exotic and exotic but that would mean no BuyVM, no HostHatch and no Virmach, depending on what you call exotic.
Also, what's the difference between a provider not operating physically in a exotic location vs in a not so exotic location?
Exotic to me is a location that is not mainstream. All of the providers you mention above are operating in mainstream locations.
For example, a UK registered company providing a service in an 'exotic' location operates under the law of the country they are registered, where they provide services is irrelevant.
If I was using that exotic location to avoid law enforcement getting to my data, it is not much use if they only need to serve a court order on the UK company and force them to give access. A lot easier in the US or UK for example that some other countries that don't bend over as easily.

Also, the only reason for using exotic locations isn't just to avoid laws. It can be to host any given application locally where it's users are located.
Yes, I can get services in both of those locations from many providers. Nothing exotic about Luxembourg or Sweden, they are very accessible, mainstream locations. Not unusual by definition.
