I was curious what is the TPB proxy, thought some kind of software and read this thread :P
Pirate bay is not blocked here, and, even if it was, there are many other sites that do the same.
If you are the regular hollywood consumer, Iron Man and Spiderman follower, those are on all the sites in the world which index torrents.
For the others, well, there are local hubs, for example for romanian movies, or indian, or whatever, there are special places ppl which are watching those know.
There are also places where you can watch online the movie, no download necessary, with subtitles and all.
The battle with piracy will never be won, that is just an excuse for tightening surveillance and censoring the truth, much like the war on islam or the one on drugs.

Maybe Italy? It is well-knows that Mexico is the western Italy, so they may not enforce that laws.
Actually, Italy does, providers have to block whatever the judge says and the judge says as the IP rights companies order.
