Will you do a OpenVZ 128 MB VPS plan for $15/year? Other minimum specs I require are 5 GB Disk Space, 150 GB Bandwidth, 1 IPv4 Address.

+1 Would have bought one if I didnt already have too many idle VPSes.
@WellGrounded unfortunately we do not see how annual payment makes a stable profitable income to help keep services running efficiently. While many hosts probably have 60+ virtual servers per node, our nodes have a fraction of that - thus, I am sorry, it will not be possible.
