If you can't speak Korean, somagu is your only chance with your low budget. I've used their service for few months and it was pretty stable and okay. Just make sure you do not use it for any serious business. somagu is a summer host. Their servers are on wild racks in a factory in the middle of a rice field and the owner of somagu manages his servers remotely with a help of his father who is not an expert. I've heard they suffered a very long outage about a year ago. Good luck with your budget.

anyways: the pricing seems kinda confusing. and now a lot of explanation can be found about "pay per traffic".
