I'm not sure if a thread like this exists already, but I'd like to make a list of low end dedicated servers (€15 or less)
OVH: 2 Threads 1.6+GHz, 2GB RAM, 1TB, 100Mbps - €15/m
Online.net: 1.6GHz single thread, 2GB RAM, 1TB ssd-cached, 1Gbit, €15/m
Both in France
Enlighten me of other Low End dedicated servers providers!

Kimsufi from OVH do some cheap dedicated servers.

Finally found ultra cheap dedi with English support and accept international customers.
OVH allows some international customers too. (at least they didn't ask me for ID)
@Bogdacutuu they accept customers from Romania now and don't ask for ID? Time to break the news to @Maounique

OVH now allows customers from any country, but you will need to order from the global/French website ( http://www.kimsufi.com/fr/ )
WTF is everyone's problem with OVH asking for an ID...

@rm_ i don't have a problem with this, i think it's a normal practice to request ID. It's strange that they DON'T ask for an ID, expecially considering that they wouldn't accept any orders from Romania a few years ago (high risk country and all that). Or so i've heard.
I just went for a live chat, and the representative explicitly said so.

Digicube cheapest offer it's 8 euro/month if you pay yearly, monthly price 10euro.
Don't ask me. For me it's not high risk, we have some very good customers from Romania. But MaxMind and some providers like OVH used to consider it high risk in the past.
Digicube's monthly is €11/month - anything else (US, rest of Europe)?
Same here, i got 2 mKS with them ordered via http://www.kimsufi.com/fr/
First mKS got charged with VAT then i contacted them.
Second mKS got VAT revoked.
So i paid €11.95 for the first one and €9.99 for the second one.
It's been awhile since they allow international order.
Should have contacted them before paying for the first one.
