    Your budget can buy more from OVZ providers that enable TUN/TAP on demand. NAT VPS will be even cheaper (and what's wrong with an SSH tunnel?).

    BTW, for a VPN 1Gb RAM is much more than enough. Even 256Mb should be ok.

    Be aware that if you get detected your VPN will be blocked by the GFW. Outline is safe for now, OpenVPN is not. Shadowsocks is also not safe anymore (I heard).

    Don't get OVH Singapore, it has terrible routes. Outline just uses shadowsocks as a backend. For cheap hosting that has decent ping, buy a server in Los Angeles.

    Oh, I just said OVH SG based on location. I have no idea how good they are. I use Aruba on IT1 and Hetzner DE with Outline, and both are fast enough for me.

    If you don't watch video you don't need a fast host.

    Outline is based on Shadowsocks, but it's very actively developed. It's much easier to user in an multi-user environment where you need to en- or disable users frequently. And you have an easy record what data amount they d/l (but not what, or from where). Standalone Shadowsocks has a filter feature, where only GFW blocked traffic is routed via SS, Outline routes all traffic.

    Anyway, if you need speed I guess there are enough users in China here that can really help much better (or go straight to a Chinese forum)
