Yearly VPS in region well-connected to Middle East
I'm looking for a cheap yearly VPS for a client.
It should be located anywhere that is well connected to the Middle East (e.g. Bulgaria, Romania, etc). The VPS is going to be used as a VPN in combination with Outline to circumvent middle eastern website blockage.
Specs (If not stated, it doesn't matter):
RAM: 128MB+
Dedicated IPv4 (No NAT offers)
150 GB+ monthly bandwidth
Docker Support (Due to Outline)

Is RO/BG really such a good idea? Doesn't the traffic usually go through Frankfurt, London or Marseille?
No clue about other countries in the region, but major Israeli ISPs are usually well served by servers in Germany.
Just pull the server list file from speedtest.net and try to check the latency to your targeted countries, but I'm still sure that you're probably better off with something in Western Europe instead.
Hosting in BG/RO isn't the best idea if latency's an issue. Lowest latency from my home router (Abu Dhabi/UAE) is towards any L3 connected host through Marseilles (for example Oneprovider/Online.net but be careful with the weird routing that sometimes happens and traffic gets routed through SG), with a close second being Vultr (UAE->Vultr through Marseilles, return through Frankfurt) and a third being OVH.
Correct. The sea cables go to Italy and France, nearest useful hosting is OVH (if you speak French) or Germany (if not).
The myth that RO/BG are good for this is bonkers, sure there are cables to Istanbul and Syria (lol) but not much further, and they are old.

I'm not sure if common providers are blocked or not, and there's no way to find out. I also cannot test VPN technologies either. But if all of that works I'd happily use a location like Frankfurt.
It's high unlikely that traffic to Iran or similar will actually pass out directly from RO/BG. Mostly traffic will run over EUW, a bit off, but that'd be FRA, AMS or LON. For example to Israel (013 NetVision) from Bucharest:

My suggestion: go with a provider that has strong and heavy peering on DE-CIX or AMS-IX when you want to serve the middle east.

Yearly billing unfortunately not. For heavy DE-CIX peering, you could look at DigitalOcean. I'm not entirely sure though if they're still openly peering and on RS there, has been a while already since I used them.

As I already tried to elaborate in other threads, this is entirely pointless. Existence of cable does not imply that your ISP, nor their upstreams do lease capacity on those you suspect.
Generally, the availability of short paths does not matter in the slightest. Sure, you can tell if there's only one fibre coming from let's say South Italy to Malta that it won't have a straight path to Africa or anything near. Yet, if Malta had submarines to all neighbor countries, that does not mean at all those are accessible for you.
In addition, what exactly would knowing the submarine cables to for example Israel help? Next to nothing, he's not trying to rent Layer 2 transport, he seeks a good location for serving the middle east.
Furthermore, most middle east countries do not trust each other in the slightest, so those submarines are primarily for uplinking whole countries to EU for connectivity.
My suggestion: stick with conventional providers and pick those with the best hando-ff to your target ISPs.

If a cable exists then maybe it's useful.
I think the eastern ground infrastructure is next to potato, that's why i consider underwater cables relevant.
Furthermore, if a connectivity exists, then he could check traceroutes and bgp tables with the above mentioned providers.
Then, he'll see which one of the above mentioned providers is connected to his client locally.

Thank you. I'm currently trying to find out the ISP of my client, they haven't replied yet. Luckily there aren't many big ones, and I found an IP to test with.
I informed myself about Docker support and seemingly all I need is a KVM VPS. It would be possible with OpenVZ and the latest kernel, however I can't find a provider that has any public information on their kernel and networking configuration, which makes sense.
I've seen good results from either OVH france or scaleway (online.net) france, but it depends on what upstreams your ISP uses.
Israel IS NOT A VALID EXAMPLE.
We invested a LOT in brand new submarine cables to France/Italy and out relations with JO/etc are bad; ALL traffic will use Europe.
That's what I was arguing for.
