I suggest you take a look at https://www.gigsgigscloud.com/ (SG,MY,HK) and http://www.vultr.com (SG,JP)
Except vultr is $15/qtr minimum, their $2.5 plan is not available in Asia.
It would be impossible to find this in Asia and have some quality as well.

I paid US$ 30 / year for a 512M RAM OpenVZ VPS from HostHatch hosted at Softlayer's Hong Kong data center and -- after 11 months -- no problem at all.
With GigsGigs I have 1 KVM and 1 OpenVZ hosted at Mega-iAdvantage in Hong Kong. Both working fine for months now. Also I had 1 GigsGigs KVM VPS in SG and it was a good experience.
And finally, I have and had VPS in Japan, Singapore, Australia, Thailand, ... from lots of providers -- just a few very popular e.g. Azure, AWS, Linode, DigitalOcean, Vultr -- and IMO low quality VPS is not usual in Asia.
That's openvz.
Price looks like 3.8 per month.
7/quarter just seems not to include KVM and quality for Asia VPS, otherwise there should be someone doing it

And no, this is not a summer host. Iwinv is a brand of CloudV, which is a well known provider in South Korea, and have been in this service since 2002.
