your budget is unrealistic, even if it were unmanaged. and the last thing you want for an image sharing site is oversold HDD.
Its not High Traffic site.. Daily 300 Visitors and 1500 page views.

I would not rely on any provider (or I would certainly check their SLA scope & terms) who says they can deliver this VPS near your budget with management included.
Not going to happen.
If your site doesn't use PHP to process hand the images to the user (read: you allow direct linking) that should keep the CPU down and you could look at a nice shared hosting plan.
If you got PHP handling the image loading/etc then you'll probably tap out of CPU quickly.

For those offering fully managed services, perhaps you should detail what you will do, or WONT do. "Semi-managed" hosting is a common term that includes a 'as best as we can' approach.

you need to be more realistic, as you need ask yourself the following question: do you do job for free? as the hardware cost money, the bandwidth cost money and any tech support person required to be paid!
