"Cheap" and "Singapore" don't mix. Like "Expensive" and "Singapore" go together!
Well, if you really want cheap... Ready Server (seems to be operated by the same folks from NewMedia Express) is probably the lower ones you'll get. That said, no SLA and 100Mbit/s. If you really want Singapore, be prepared to pay.

I am very sure you can't get this price at SG. Bandwidth and colocation is much higher compare to USA or Europe. You can't compare the price.
Even with LeaseWeb SG you will not get such low price on requested configuration of a dedicated server in Singapore.

You can try ours, Indonesian local company. We are neighbors to SG, and has racks services and can do escort on a site visit on our DC in Indonesia, as well. Our peering for ID is better than SG.
not exactly cheap but there's been a few deals in Australia for dedicated servers that are relatively cheap by Australian standards .. maybe cheaper than Singapore equivalents
