Im not too sure how much ram that many users would use. Anyone know?
I've been doing some testing and ram consumption hasn't really gone up all that much dealing with around ~150-200. It's the CPU that's killing me. Keep in mind I'm transcoding the stream as well so that eats up about 20-30% cpu non-stop.
Hmm. I haven't had many users ever streaming before I would say to try hetzner first as its cheap .... I know ... hetzner haha. I honestly don't know how much cpu it would use with that many users I really couldn't tell ya.

How much bandwidth are you using?
Nasa TV relay? Nginx rtmp server could handle tons of connections with little CPU/ram usage. Transcoding once and send to everyone.

@hacktek it seems you don't know exactly your needs, maybe you should go for a service you can upgrade ressources ?
