You might get an atom or arm server for +/- $10 p/month equivilent but frankly.. unless you just want a few hundred GB storage or to hammer a crappy CPU 24x7 the VPS you could get with that budget would be much better.
WholeSaleInternet have servers in stock at $10 a month - Atoms or Core2Duo:

Otherwise, you can wait for a Kimsufi KS-1 at $7/month (again, an Atom). https://www.kimsufi.com/us/en/servers.xml - currently not in stock.
Kimsufi gets one in stock.. prob once every other day at best. I have seen a few weeks where not a single one ever came in stock. In terms of the price.. you get what you pay for. I wait about 3-8 days for each response on a ticket. The shortest timeframe I have closed a ticket in was probably 3 weeks. Overall I have no complaints about the service, everything works great for me because they have automated the re-install process. I would prefer the ability to set my own hostnames, which is not supported by Kimsufi. I find myself double check which server I am resetting all the time to avoid wiping the wrong one.
There is also OneProvider (http://oneprovider.com/dedicated-servers/budget-servers).. I have yet to hear anything about them. I believe they resell online.net (that domain never loads for me so I am skeptical). If someone uses OneProvider, can you please PM me a screenshot of the OS reinstall options please?
Thought you provisioned your kimsufi last week when you were wondering how long it takes. Perhaps I am misremembering one of your many stories
They have pretty decent support and quite a few locations to choose from. Their OnePanel UI is also pretty decent, especially considering it covers all the locations. They occasionally offer deals on the more common locations. You could have picked up some VMs during the Black Friday / Cyber Monday sales for a reasonable price. Some of the more uncommon places aren't typically discounted, but they are available if you're interested and are willing to pay the premiums.
I think in some cases yes, but I think they resell from multiple providers, including SoftLayer though I'm not absolutely certain. They don't seem to disclose this publicly and I've never asked. They might be willing to say or you might be able to figure it out based on test addresses.

Thanks for the suggestions guys I guess i'm a little late to the party, should have snagged a few deals on Black Friday -- I'm hoping for something with a little more cpu muscle than the atom boxes
