Shell Service?

I've heard of these services (basically a basic shell account for irc) and I'm curious in running one for some friends as a trial run for doing it on a bigger scale.
What kind of software would this require? The implication is that the user would only be able to run screen/tmux + irssi/weechat and a basic text editor for working with their config files. They would not be able to list or change directory to anything outside of ~/ for that account.
I may be way off on what I'm looking for. Any advice is appreciated.

Check http://thelounge.github.io and ZNC. Use them both and you're good to go.

Community driven fork of Shout. The owner of Shout doesn't want to let it go and he doesn't have time to develop it anymore. So all the developers and most users moved here.
