Your budget seems a tad low if you want the dedicated server to come WITH a windows licence. A lot of providers offer those for an extra monthly cost of like $15 per month.
I have a france dedicated server (Trial Windows Server 2012-24GB RAM-1TB SAS-Xeon E3-1240 = 65EU)
I'm looking for another cheap offers.
Is 16GB ram really required? When I encode Bluray into 720p x265 my ram usage is always below 300MB per ffmpeg process. I'm not a provider, just asking!
Edit: I'm using xeon processor (haswell), and I've 16GB ram installed.
Try quadix with your own licence ( if you aint hasty and top notch network is not in your needs)
My priority is CPU Performance, but I need good ram to run some programs at the same time (browser, IDM etc..), I have a schedule of 16 videos / day. Most providers DS offer 16-32GB of RAM for 4-core CPU and HDD 2-4TB HDD. I have never seen less of it.

The most difficult point to get your described server is Unmetered@Gbps port. rare providers will offer this in the "lowend price range"
yes CPU is most important for encoding, the better the cpu is the faster u can encode. also GPU is a plus point.
I'm running firefox, idm and few others software. But still my ram don't tops over 3GB anytime.
I encoded 134 videos yesterday in a queue, with 2 files at once. RAM usage was like 450MB for encoding. After all I think 8GB ram is overkill for encoding, downloading or surfing. But if you're getting loads of RAM with powerful system for an affordable price, then it's worth it.

Support is fast, even at night, DDoS Protection is a joke. Everything else is how they describe it.
Don't get a server from MyLoc, they suck, they refuse to fix my server that has been down for nearly 40 hours right now. Plus they lie to their customers. Telling over the phone that the server would be back online within 30-40 minutes, while in reality they just don't care.
Didn't you say that was especially with myloc directly and servdiscount was fine? ;D
Delimiter has some good Xeon's but I doubt you'll get unmetered bandwidth, especially on a gig port with that price range. The license will also be bring your own, but if @MarkTurner can find something cheap enough you could buy a license pretty cheap from someone. I thought someone on here had cheap windows licenses?
