New Zealand is cheapest most of the time (rarely norway or japan is lower. rough estimates -- canada usually 3-5% higher, US 15%, EU 25%, UK 35%, but these all qualify as 'region free' giftable products)

yeah. the only ones I know 100% sure that all purchases (on steam) are region free are US, Canada, EU1 & EU2 region countries, Norway, Australia, New Zealand. and Japan.
I imagine Switzerland is also, but don't know for sure on that.
