Hmm, this is like asking strawberry vs orange...
They are two distinct type of hypervisor.
It's like asking what's better between a tow truck and a forklift, both are trucks but if you don't tell us that you want to place some boxes on the top of a shelf we can't tell whether the forklift or the tow truck is better for the job.

Realistically speaking, from a consumer's point of view: if you have to ask this question, you won't notice any difference between KVM and xen.
If anyone has some more input on that, I'll be happy to listen.

I really have not heard anyone say one has better performance than the other. There is no noticeable performance difference.

You may find difference in performance but it will be because of difference of hardware & due to better tuning & maintenance skills of the provider. The control panel that your provider is using can also make a little difference if he solely depends on it to manage it & has no server management skills at all, you can easily find many such hosts around during summer.
Xen. For PV, there is now native support in linux. You can also run debian installer in PV and install it like HVM.
Well as there are no parameters at all here there is no right answer.
User perspective = both are fine.
Under load = Xen
Resource separation = Xen
Raw IO performance = KVM
Network performance = Xen
Not getting f***'ed over with 2 year old bugs that were never properly fixed = KVM
Management tool = Xen
Libvirt support = KVM
Overselling = KVM
Windows performance = KVM
Overall Stability = XEN (but with recent releases only just)
I have to disagree with few:
Raw IO performance = Equal (HVM with PV drivers)
Not getting f***'ed over with 2 year old bugs that were never properly fixed = KVM (it is 3 years)
Libvirt support = Equal
Windows performance = XEN by a mile
Naa Xen themselves have admitted to not keeping up with this.
I run both KVM certainly feels a faster even on worse hardware to me.
Again lots of variables, a lot of it is down to personal experience and hair loss over the last 4 - 5 years.
