Due the excessive round trip delay from here to Mars, a modification to TCP/IP protocol is needed. Check in Google "transport protocols in deep space communication" or "tp-planet: a realiable transport protocol for interplanetary internet".

I think its better to host your server at about 50-75 above the sea level.....
And forming a cloud system for users made with a cluster of 10 or more in multiples spread it over the globe with about 50-60 different positions helping us to give a lot better ping speed worldwide........
