drServer can do: 1 GB disk and 250 GB Bandwidth for $4/year with Interworx in Sweden. The other money is left for a domain, which you can get at NameSilo. This should be within the 20 EUR budget.

I suggest to go for reliable hosting which will give you good speed and uptime. On low price hosting where they can't mange to save a pinny, they will not offer you service you expecting.

The internet being a network of computers, pretty much everything is somebody else's computer. True cloud solutions have high availability, scalability, anti-affinity and in case of a VM instant create, reinstall, destroy, etc.
From a web hosting perspective its always better to go with a true cloud provider but that said I have seen quite a few providers market their service as "cloud" when in fact its just Solus.
