From what I remember, he has stated that it was written with CodeIgniter. With that being the case, it is written in PHP.

CodeIgniter...personally, I liked it the best of the php frameworks back when I looked at CakePHP/CI/Symfony.
Then I came to my senses and realize it's still php under the covers.

Agree CI is the best back then. CakePHP is the most horrendous of all
Making a VPS control panel isn't overly complicated. It's more having the expertise and experience to implement it in a way that's user friendly and having features that actually work quickly and how they are supposed to.

That is true, but also security is a major factor as well.
Agreed, although if you know what you're doing 99% of your code is secure from previous experiences.
PHP isn't inherently insecure. Some people just don't know how to use it.
