I was hoping someone could recommend me a decent VPS Control Panel that has WHMCS Support preferably for free. Thanks for any suggestions!

can think of this at the moment , close to free

Its better to use SolusVM instead of module-factory or garden. Price for 1 or 2 server per year is same.

My company is currently using solus but we would like to cut cost as much as possible so that is the reasoning behind looking for free solutions.
To be honest, if the cost of solusvm is the reason you are looking to switch I would be a bit concerned. Its only $10 per node for unlimited servers.
The free solutions either have a higher up front cost and or will have a higher running maintenance cost.
