I don't think i understand what question you're asking.
The CPU usage seems somewhat-high tho.

@Chanux Your server is saying that something is using 100% of it's CPU and demands more, less than half of it's memory, almost none of it's swap, and somewhat disk space is being used.

What do you host on that server?
If he is running what he needs to run then 4 load over 4 cores is fine.
It is time to find out which service is utilizing the CPU the most.

It's not 4%. It's 408% cpu usage.

4.08 doesn't mean 408%. Load can increase due to IO issues and a lot more. In general terms. Anything other 1 load per core is bad.
It depends on where he see that. I believe that output is from Cpanel. And on Cpanel 4.08 means 4.08 and its fine.
But 408 / 100 (aka 408%) is 4.08.

Yes, so the CPU is used 2% over the allotted quota.
It shouldnt go over 4, anything below 4 is ok if you have 4 cores. 4.00 is 100% of the CPU time with no idle states.
If that is not iowait (wa in top), then it works doing what is supposed to do, instructions.

OMG. 4.08 load does NOT mean 408% CPU usage.
Load is dependent on multiple things, Disk IO, CPU etc.
As for 4.08 being fine in cPanel. No it is NOT. If you have a 4 core CPU, 4.08 load is NOT good.
1 Load per core is acceptable. No more. You could have a load of 20 and the CPU usage only be at 30% if you are hammering the disks.
