Cheap VPS server with recent kernel version

Hi,
Is there an ultra-affordable VPS offering (<$20/year) with a decent Linux kernel version (~3.x+) so that I can install docker and Eclipse Che on it?

I believe you can get some kind of a tiny KVM VPS and install any Linux from ISO image. If you need an affordable OpenVZ one supporting Docker, check @AlexanderM offers, for example.
