If the end-site thinks it's from the target country, the user doesn't care.

Is there any hijacking going on or just funny GEO information? Doesn't OVH do the exact same thing for their 'IPs all over Europe' offering?

It's very common for VPN providers to have GEO IPs rather than actual servers in those locations. They wouldn't be able to provide such low priced plans with unlimited bandwidth in all of those locations otherwise. As long as it does the trick to bypass local geo restrictions it's a good solution for the end users too, if you really need a local VPN search for VPS providers in that country and set up one for yourself.
While the locations are fake the Geo IP is done on legit IPs.
If they sold it to you as LOCATED IN UAE or similar you have a case and by law got scammed - you should request a refund else go to the cops.
No, promising VPN in AE and delivering NL is in the EU and US a 100% clear scam and entitles you to a 100% refund and in some cases compensation for loss and so on. It is also clearly a crime.

Yes, you are entitled to at least a full refund and should get it - in fact you should report it as scam as it absolutely is not delivering as sold.
Bullshit. VPN is not about geo of the IP but also about network near, as NZ user a AU server in HK with AU geo is crap and useless.
VPN providers use geolocated IPs for save huge costs they can't pay to DC in exotic locations Try get real dedi or VPS on all these locations and calculate total cost

Yes I guess it comes down to the wording in the provider's ToS and the local laws they're operating in. Ivacy appears to be based in Singapore, no idea about the legal implications there. Indeed they are exploiting this in their advertisement: "over 250+ servers in 100+ locations worldwide." (https://support.ivacy.com/kb/server-locations/).
I personally don't deal a lot with VPN providers because most of them are just marketing bs.. Their target is more the casual end user who searches on google: "how to bypass X geo restriction", "how to hide my traffic.." and so on, rather than people in the field who can setup a VPN server for themselves.
Typical LET. You guys realize people use VPNs for more than just watching Netflix? For some people, physical jurisdiction is damn important.
