1GB RAM
20GB SSD/HDD/CATCHED
Normal speed
Bandwitch can be limited
Windows/custom ISO so I can instail my own license
Country can be any european country.
I am paying BTC or PayPal
Max $4 per month
If its a trusted company I can pay for 6 months.

Until @Francisco deploys some BuyVM slices in LU, it's unlikely you're going to get anything with licensed Windows (for that spec and price).
For custom ISO or Windows evaluations, then these providers had offers recently:
@AlexBarakov (AlphaVPS) has an offer thread here with a yearly 2GB KVM for 43euro (3euro per month) - order
@Verelox has an offer thread here but their 1GB offering is just over your budget ($4.35)
