This budget is unrealistic for the specs. You may be able to get this for $15/quarter, but not $18/year.
I'm sure someone will be willing to do it, just on much older hardware.
Not to mention ridiculously oversold. The $18/yr does not over the bandwidth and IP cost.

Nope. 1 GB RAM / 2 CPU Core / 15 GB SSD AND 500 GB bandwidth for $2.00/mo is just unrealistic. This setup goes anywhere from $5.00 to $15.00/mo.
As @MikeA said, you might find someone who'll do it, but don't expect anything decent. Your budget is just too low. I'm sorry.

I suppose VPEasy's 1GB SSD VPS in Vegas is pretty close to what you are looking for. Unfortunately their 35% recurring off is over for now, but one-time 25% off is still valid.
If ssd is not must you can get it from hostodo ( $16 ) or alpharacks ( $18 )

What means "decent"? He want to host 2 WP sites. Even in older hardware the job can be done perfectly. His budget is not too low in LET, there were from time to time such offers, some of them not too bad.
Whatever plan if you get, if it is low budget, don't forget to always keep recent backups. THIS is essential...
Also, are you sure you won't get what you want if you are not using pure ssd and compromise with ssd-cached or fast HDD?
