Check UltraVPS KVM offers in DE/NL (they use in-house Panel though), RamNode NL, INIZ OVZ ones at OpenVZ.io, HostUS 6GB/150GB (aff link) OVZ in UK, it may be a little overkill though.
They can add 4xRAM at no additional cost on top of that if I recall right, so their $7/m plan will come exactly with 1GB RAM, as has been requested.
