Have you tried 123systems or you just throw a provider here? Do you know anything about the crap quality they offer?
Would Canada or Germany work for you besides your limitation?

@rivermigue location or KVM does not matters, but IPs should be cheap, and blacklisted is also OK (cannot blocked by China). If IPs are cheap enough I would take more.
