A few years back I did exactly this on a Pentium 1 with 24MB RAM and 2GB HDD. You do not need so much computing power for just 15 users.
256-512mb ram might be enough for your needs
I honestly think this can be done on a Raspberry Pi, I do not have time to test it though. In theory, it should work great for 15 users.

Just please enable authorization because I can't believe all the people who "share" an account that has no authorization and somebody does something bad on it
It will work great as long as you don't try to conserve host bandwidth with caching.
SSLBump for multiple users won't work very fast on Raspberry.
