Most providers don't allow file sharing sites due to abuse (ie. DDoS magnets, heavy bandwidth and resource usage).
Basically, you should go dedicated if you want this. VPSes aren't suitable for this unless you're hosting your own files, where resource usage is minimal.
Smart server (premium vps) might be your choices as well. But cost much higher than lowend vps.
If this is for sharing porn, I can recommend @tacohost.
You need a dedicated server for files sharing, even a low end.
