Site On LEB Hosted in US Continually Unavailable in Europe?
I've been trying to get a contractor in Europe to help me with usability issues of my small e-commerce site hosted on a LEB. He is telling me that my site is down all the time for him. Whenever I check it it is up. I am using the tool down for me or everyone.
Is this problem a function of the routing available to my site from Europe? If it is, would moving to a different provider help me? Most of my customers are located in the United States so I would think that I would want to have a VPS here.
I don't want to list my provider here and infer that my problem is some defect in its service if the problem is some issue that I don't understand and have not taken care of.

Test your IP on http://just-ping.com/ and get your contractor to traceroute it.
Your best bet of diagnosing this is having the user perform trace routes etc so you can spot where the problem is.
Its possibly a firewall problem (Locally to that specific user) or as you mentioned, routing.
You running any IP blacklist software/scripts to deal with attacks, failed logins, etc? Check and see. Might be the issue.
Or he's a liar.
Dutchie here. If you want me to be your guinea pig, let me know. I can trace it for you as well.
If the traceroute comes back normal (9 times out of 10 this will show you were the problem is), check the access.log file for his IP to see what status code your webserver is showing for him.
Thanks everyone for the great suggestions. I'll chew through them all and get this problem resolved.

@MTUser2012 Are the sites under Cloudflare?
you hosted on MT ?
@darknessends, no the site is on a VPS owned by a company that I don't think I should mention here based on comments here about it and its owner.
@Patrick No. Is that something you would recommend?
@Twain. Thanks. Wow, every result optimal running all regions. I wonder what I can infer about my contractor from this test ;-)
Instead of just a ping tool I'd try an actual site loading test:
http://host-tracker.com/
http://www.watchmouse.com/en/checkit.php
@Dylan. Thanks for the great resources. I saw my first inkling of a problem with host-tracker. One location in Germany did not load. With watchmouse, all sites loaded fine.
