Find a provider who offers VPSes from Chicago via SingleHop, you can get them for $7.50/mo then AND free SSL. =]

Singlehop is a great provider, but not LEB friendly.

I use buycpanel who pricematched for me. I use them for cpanel (13), softaculous (50 cents) and solusvm (2.25 slave only master, 9.00 slave)

Rocketvps.com do them for $8.50, with a VPS of course, not external. The cheapest external I have seen is the $13 one mentioned above on WHT.

Consider the difference in prices for cPanel Internal and cPanel External licenses.

is 9.70 / 12 = $0.80 per month not $1.2
