Had a couple of KVMs to install windows servers from nodedeploy. They had i think some offers here at below 7$ a month. Team and servers are great. Highly recommended but keep in mind there are min req to run windows 2012

However, since you got a license already, you could just grab a KVM / Xen from some place that offers the win2008 ISO and "bring your own license".
RamNode.com would be one such place: list of ISOs. They're rather popular around here and the SSD-cached KVM starts at $6.00/month for 256 MB RAM - 20GB disk - 1TB transfer.
(you'd probably need at least 512 MB for 2008 though)
