Can ppl that do not need them sell them & transfer it to someone?

If so I am looking for 2.

Any location within america is fine. Preferably NY

    Typically both the seller and buyer would have to open tickets confirming the transfer.

    But first we have to figure out if they even allow those to be transferred.

    Seems a good bet that transfers won't be allowed for those plans.

    Transfers aren't allowed for these. I may consider offering them in the US again for a brief time.

    Fairly certain RamNode accounced that they'd be discontinuing these and that there's therefore no intention of selling them again?
