Cpanel licensing

Hello mates,
I have seen on Cpanel website, they offers two types of licensing one for vps and other for dedicated server. Now what is difference between those two license since everyone can make vps in dedicated server with equivalent amount of resources of dedicated server for saving the money. Or, is there is any limitations on vps for maximum resources.
I am wondering those things, hope someone will guide me.

Not sure on the details, but people do make a VM in their dedi and use a cpanel vps license to save money. If I recall correctly from 6-7 years ago, there weren't any difference between the two licenses.
