More than one will ever need 
Infact many my latest VPSs don't host anything IRC related but I like to keep this option open. You know quick ssh/irssi possability in case of need or something.
Anyway, with choopa NJ is a bit different. Lowest possible latency between Europe and US + Choopa host own IRC servers with few most popular IRC networks ( ircnet.choopa.net (IRCnet), irc.choopa.net (EFnet), verne.freenode.net (freenode)... ) which usually means stable connection at own network however you're right - I don't need another VPS at all - damn.
I can imagine nobody would mind or even know if you just ssh to the VPS and start irssi some day, especially on a network that doesn't reveal your IP.
It's the eggdrops get DoSed usually (or whatever is the modern equivalent of the eggdrops).
Still? I would imagine that this drasticly decreased over last decade or so. Apart from EFnet and IRCnet almost all bigger networks use channel registration services and host masking. And channel t/o wars on those two networks are also matter of past.
You're most likely correct, hosts wouldn't know but it's always good to get written "as long you won't cause any troubles you can use it for private IRC connections" instead knowingly break TOS even with small chance to host find out this.
Anyway, I didn't mean to beat down this 24khost offer. Disregard my comment - it's just a thought not complain. It's good LEB deal.

Without DDOS mitigation, running IRC is very risky. We allowed IRC for the first bit of our business but received a DDOS attack that brought down our network about every other month. Now that we have disallowed IRC, we rarely have DDOS attacks against us. So it is quite noticeable between allowing and prohibiting IRC between how many attacks you get.
how about using irc on cloacked hostname, such freenode? so no one know your ip except freenode staff ? it's ok?

They are meant as storage vps but you can host a webserver if you want.

Mine also medium. I was scared a bit because it was called freezer. For a second I thought it is costly to take data out from the VPS.
@24khost heads up that when you click on the order link for both the large and extra large packages, the bandwidth says 200 GB instead of 2000 GB/2500 GB
