Hi @SilkHost, may I know what did you mean pertaining a 'better quality'.
What I could grab and share, they are:

1. Xen HVM VPS or Hyper-V as they are proven to be a good virtualization environment for Windows machine
2. Non-overselling technology or dedicated resources or you are getting and being allocated of what you've been purchasing for. This point will slightly be a little bit controversial, as most providers pretend and claim to be the most and best non-overselling providers. Only time can speak the truth
3. Experiences in handling Windows
