You would need a virtualization management platform such as Proxmox (free), SolusVM or Virtualizor in order to create containers (OpenVZ) or KVM VPSs.

A panel is not necessary, but it makes things easier. If this is for testing only, you can use "virsh" and "virt-install" for KVM:

Use proxmox basic and user friendly.
