Ash, do you allow IRC on your Choopa network?
As per our upstreams TOS:
"to establish, create or otherwise make available any Internet Relay Chat (IRC) server"
Looks like they forbid servers, not sure about clients but i can check for you. Did you mean a server or a client?

Funny thing is that choopa provide servers for few biggest IRC neworks - ircnet.choopa.net (IRCnet), irc.choopa.net (EFnet), verne.freenode.net (freenode)...
