Why vps for a small static site?
I need a dedicated IP. Dedicated IP with a shared hosting will costs almost same to a small vps.
Additionally if I get TUN/TAP, can use as a VPN as well if needed. And for that I can increase my budget a bit.
So in total, budget should be okay for a small box.
For India, Leapswitch is your best bet.
If you can do with Singapore, then quad host/dediserve etc are also good options.
In my shortlist, LeapSwitch is at the top. I'm interested to explore more if found.
I use Amazon EC 2 Large in Singapore.
I wish Amazon AWS was available in India
