VPN for a user in Kentucky?
Looking for minimum amount of latency possible. VPS services pretty much don't exist in Kentucky, so I'm looking for the best place location wise for a VPN. Atlanta? Kansas City?
Budget: $10/quarter (You might be able to talk me out of this.)
RAM: 256MB
Bandwidth: At least 1TB at 100mbps. (I'll pay 2x for PREMIUM bandwidth. But only if it is REALLY REALLY PREMIUM. Like Premium^2)

Any country would do man, I can always use my VPN while being in Kentucky Fried Chicken and its still fast af.

Kansas doesn't have the greatest routing from my experience. I would look north at Chicago, or east to Atlanta.
I've had a 128M VPN running at RamNode ATL for nearly two years that I use on a daily basis and it works great.

The first step would be to figure where your traffic is routed through if you want to minimize latency. Do a couple tracert's to figure that out, then make a choice from there. Most likely Atlanta, Chicago, or New York...
