Bandwidth is expensive in the ME not IP addresses. IP addresses aren't the deal breaker here. Bandwidth is expensive because there are very few providers and very little competition.
Yes you are right but bandwidth can be customized.For example,because of the expensive bandwidth they can offer low-bandwidth plan,it's not a very difficult thing I think,because some guys like me want to get cheap VPS location in ME or rare locations just for fun not others.

What are the uses of a NAT VPS ? Most of our clients are using VPSes for website hosting.
Maybe a small website or a private proxy like VPN.But for me,just for the hobby and maybe just idle it.
VPN,IRC-bouncer,private proxy,and many other things you guys can do some thing in INDIA
Imagine the number of abuse complaints from VPN, Proxy . We already get enough of them with IPv4 based VPSes. NAT will make it difficult to respond to the complaints.
Well about Anti-abuses I think @AutoSnipe @davidgestiondbi @AnthonySmith they can give you some ideas.
