i want to buy IPv4 from here:

and buy dedi from hatzner. i dont want hetnzer IP cause they are DE IP's - not USA.

Just ask hetzner if they can route those ip's via their bgp.

Hetzner does this only for colocation and not for dedicated server.

So you should find a provider which allow to route ip's via bgp and it will work with proxmox
